The draft federal law On Amending the Law of the Russian Federation On the Right of Citizens of the Russian Federation to Freedom of Movement and Choice of their Place of Temporary Stay or Place of Residence within the Russian Federation and on repealing Clause 4 of Part 6 of Article 7 of the Federal Law On Providing State and Municipal Services has been drafted by the Federal Migration Service in fulfilment of Clause 6 of the action plan to implement in 2012-2015 (the first stage) the State Migration Policy Concept of the Russian Federation up to 2025, as approved by Government Resolution No. 1502-r of August 21, 2012.
The document aims to improve the procedure for registering citizens of the Russian Federation at their place of temporary stay or place of residence within the Russian Federation and also to improve the procedure for providing state and municipal services with respect to striking off documents confirming registration at the place of residence or the place of temporary stay from the list of documents which the authorities that provide state services and the authorities that provide municipal services are entitled to demand from an applicant.
The draft federal law proposes designating authorised persons responsible for the primary acceptance of the relevant documents for subsequent submission to the registration authorities and vesting the Federal Migration Service with the power to maintain the basic state information pool for registering citizens of the Russian Federation at their place of temporary stay or place of residence within the Russian Federation.
The draft law also specifies the setting up and maintenance by the Federal Migration Service of an enquiry and address service to provide information about the registration of citizens at their place of temporary stay or place of residence within the Russian Federation.
The draft law will be considered at a Government meeting.
