Prime Minister Dmitry Medvedev has issued the following instructions in execution of a list of Presidential Instructions No Pr-1144 of May 17, 2013:

1. Sub-Clause A of Clause 2 of the List of Presidential Instructions:

The Ministry of Finance (Anton Siluanov) and the Ministry of Economic Development (Andrei Belousov) shall submit proposals on including incomes in the form of property being received free of charge by state and municipal scientific agencies for the conduct of their statutory activity in the list of incomes, which are not registered during the calculation of the corporate tax base.

Deadline: Until June 17, 2013.

2. Sub-Clause B of Clause 2 of the List of Presidential Instructions:

The Ministry of Education and Science (Dmitry Livanov), the Ministry of Economic Development (Andrei Belousov) and the Ministry of Finance (Anton Siluanov) shall draft and implement the following combined action plan making it possible to improve the work of collective-use centres:

·        Approve legislation regulating the status and activity of collective-use centres, which have been established on the basis of federal property;

·        Establish academic councils at co-working centres. These academic councils shall formulate the research programmes of these centres on a competitive basis;

·        Ensure information openness of the work of co-working centres, including by posting the relevant terms for allowing third persons to use their services and payments for these services on their respective Internet websites;

·        Determine the sources and forms of financial support for equipment purchases for the activity of co-working `centres and for the implementation of research programmes of these centres.

Deadlines:

·        An agreed-upon combined action plan shall be submitted to the Government until July 1, 2013;

·        A draft report to the President on fulfilling the instructions shall be submitted to the Government until March 1, 2014.

3. Sub-Clause C of Clause 2 of the List of Presidential Instructions:

The Ministry of Education and Science (Dmitry Livanov) and the Ministry of Finance (Anton Siluanov), in cooperation with the National Research Centre – Kurchatov Institute, shall submit proposals on financing the creation of the required research infrastructure of the PIK research reactor complex at the Federal State Budget Institution – Konstantinov St Petersburg Institute of Nuclear Physics in the town of Gatchina in the Leningrad Region.

Deadline: Until August 12, 2013.

4. Sub-Clause D of Clause 2 of the List of Presidential Instructions:

The Ministry of Education and Science (Dmitry Livanov) and the Ministry of Economic Development (Andrei Belousov), in cooperation with state academies of sciences and the concerned federal executive agencies and organisations, shall introduce the following amendments to legislative acts of the Government, federal executive agencies, state academies of sciences and other organisations, which regulate issues of assessing the efficiency of the activity of scientific organisations implementing civilian research and development and production projects:

·        Stipulate the extra-departmental nature of assessing the efficiency of the activities of scientific organisations with the involvement of the expert community;

·        Merge scientific organisations being assessed, regardless of their departmental affiliation, with due account for the spheres of scientific knowledge (science sectors) and types of research projects conducted by organisations, into reference groups;

·        Stipulate the possibility of using efficiency-assessment criteria of scientific organisations of economically developed countries for assessing the efficiency of the activity of Russian scientific organisations.

Deadline: Until October 1, 2013.

5. Sub-Clause A of Clause 3 of the List of Presidential Instructions:

The Ministry of Education and Science (Dmitry Livanov) and the Ministry of Finance (Anton Siluanov), in cooperation with the Russian Academy of Sciences, shall submit proposals on drafting and using criteria to assess the efficiency of the activity of structural divisions of scientific institutions during the calculation of financing volumes to support their activity under state contracts.

Deadline: Until September 10, 2013.

6. Sub-Clause B of Clause 3 of the List of Presidential Instructions:

The Ministry of Education and Science (Dmitry Livanov), the Ministry of Finance (Anton Siluanov) and the Ministry of Foreign Affairs (Sergei Lavrov), in cooperation with the Russian Academy of Sciences, shall submit proposals on involving Russian scientists in the work of the European Southern Observatory and the possible contribution of the Russian Federation to this observatory in the form of high-tech equipment.  

Deadline: Until December 1, 2013.

The concerned officials shall inform the Government about the implementation of specific instructions in line with the above-mentioned deadlines, and they shall also submit the relevant draft reports to the President.
