The Government Legislative Commission approves after discussion a draft law aimed at improving the signing procedure and implementation of international agreements by Russian regions

The draft federal law On Amendments to the Federal Law on the Coordination of International and Foreign Economic Relations of Russian Regions has been prepared by the Ministry of Justice on its own initiative.

The draft law has been prepared to exclude the denial of state registration for those regional agreements on international and foreign economic relations that have entered into effect. The amendments propose supplementing the Federal Law on the Coordination of International and Foreign Economic Relations of Russian Regions with a provision stipulating that agreements have to undergo state registration before they can come into force.

Under the Federal Law, regional governments are required to coordinate draft agreements exclusively with the Russian Foreign Ministry.

To ensure a comprehensive examination of the agreements for compliance with the federal legislation, the Ministry of Justice has proposed that regions be required to coordinate agreements with the relevant federal executive agencies designated by the Russian Government.

The draft law will be considered at a Government meeting.
