Government amendments to draft law On Introducing Amendments to Certain Legislative Acts of the Russian Federation in Connection with the Approval of the Urban Development Code of the Russian Federation

The amendments to the draft law were submitted in accordance with Government Executive Order No. 1487-r on approving an action plan (roadmap) Improving the Business Climate in the Construction Industry of August 16, 2012. The amendments propose making changes to the Land Code and the Urban Development Code of the Russian Federation, as well as other federal legislation, in order to improve the established procedure for the formation and allotment of land plots and include:

·        Increasing the amount of state and municipal plots of land offered for sale;

·        Ensuring transparent procedures for the allocation of state and municipal plots of land for construction and other purposes;

·        Significantly reducing the deadlines for allocating plots of land for construction of state and municipal facilities (without holding auctions);

·        Harmonising the land and urban development legislation;

·        Eliminating the numerous discrepancies and contradictions in land plot formation and allotment procedures.

The draft law was submitted by State Duma deputies Martin Shakkum, Alexander Khinshtein, Vyacheslav Shport, Konstantin Vetrov and Vladimir Gorbachev. The draft law passed its first reading on June 29, 2007.
