Dmitry Medvedev: It is our intention to discuss all aspects of Russian-Cambodian cooperation with you.
Several days ago, we marked 60 years since the establishment of diplomatic relations between Russia and the Kingdom of Cambodia. In November of last year, we travelled to Cambodia and we still have warm recollections of that visit. And now we have an opportunity to discuss all issues of importance to us in Russia.
Hun Sen (via interpreter): I am glad to be able to meet with you in Moscow. Moscow is a very beautiful city. I was here more than 30 years ago, and I see tremendous progress and development, which have been achieved partly under your guidance.
Your visit to Cambodia was of historical importance because you were the first Russian Prime Minister to visit Cambodia. Since that visit, our ties have only become closer and our relations more comprehensive.

Dmitry Medvedev: This is our second meeting in the past seven months. The first time we met was in the Kingdom of Cambodia. This is evidence of dynamic development in our relations.
Our relations have recently grown stronger, although they go back many decades. On 13 May of this year we marked 60 years since the establishment of diplomatic relations.
Our main goal now is to develop bilateral trade and economic cooperation. Although bilateral trade grew by about 40 percent at the beginning of the year, it is well below our potential in absolute terms.
We have signed a list of bilateral projects to be implemented by 2020. It will provide the basis for developing investment cooperation and trade and for addressing a number of other issues.
We have good prospects for developing cooperation in the construction of energy facilities, delivery of cargo lifting equipment, energy equipment, and drilling and mining tools. There is potential for development in agriculture and telecommunications.
I’d like to point out our Cambodian partners’ interest in developing ties with the Eurasian Economic Union (EAEU). Today we have signed a special memorandum that will provide the foundation for cooperation between the EAEU and Cambodia.
Another major area of our relations concerns culture. The Cambodian graduates of Soviet universities now hold high positions in various spheres of activity in Cambodia. Our universities are open to young Cambodians and everyone who wants to receive or continue their education in Russia.
Tourism is another aspect of cooperation for us. We must work harder in this area to boost our cooperation.
The Cambodian delegation has come to Russia for the ASEAN-Russia summit. We see the Kingdom of Cambodia as a very important and nearly strategic partner and hope to develop relations with our Cambodian friends in all areas.
Hun Sen (via interpreter): We signed six agreements during the Prime Minister’s visit in November last year, and today we have signed another eight agreements. This is evidence of our trust in each other. You have to trust your partner to sign agreements on security, defence and internal affairs, let alone agreements on the peaceful use of nuclear energy.
Cambodia is a responsible actor, and we will not permit the proliferation of nuclear weapons. We can work together to facilitate the peaceful uses of nuclear energy.
I would like to thank the Government and the people of Russia for the assistance they provided to Cambodia and its people in the past and recently. In the 1960s, you built a technological institute and a hospital as a token of Soviet-Cambodian friendship. The hospital you built is still the largest in Cambodia. Thanks to the Soviet Union and Russia, we have four ministers who speak Russian.

We should increase bilateral trade and Russian investment in Cambodia. We will open a direct flight between Russia and Cambodia and attract more Russian tourists to Cambodia.
Since the 1980s, over a hundred Cambodians have studied at Soviet and Russian universities every year. Today, there are over 400 Cambodians studying in Russia.
