The Government Legislative Commission debated and approved a draft law directed at removing a gap in the legal regulation of the system which enables users to make free 7/24 calls for emergency services by dialing a single emergency number

Draft Federal Law On Amending Article 52 of the Federal Law On Communications has been drawn up pursuant to Clause 3 of the Plan for Drafting Normative Legal Acts Directed at Improving the Emergency Call System in the Russian Federation, approved by Directive No.1334-r of July 28, 2011, issued by the Government of the Russian Federation, and with account taken of Resolution No.894 of December 31, 2004, On Approving the List of Emergency Operational Services, which a Communications Provider Must Allow Users to Call Round the Clock and Free of Charge, and On the Allocation of a Single Number for Calling Emergency Operational Services, as well as the Regulations over the System for Calling Emergency Operational Services by Dialing the Single Emergency Number 112, Approved by Resolution No.958 of November 21, 2011, issued by the Government of the Russian Federation.

 

The draft law is aimed at improving the emergency call system as it pertains to communications providers relaying data to the 112 emergency call personnel on the location of the user’s phone, from which the call was made or the accident reported, as well as other information needed to elicit a response to the call.

 

The draft law will be considered at a Government meeting.
