Prime Minister issues instructions following a meeting of the Presidium of Presidential Council on Economic Modernisation and Innovative Development

A meeting on innovative development in the field of environmental safety and the rational use of natural resources was held on May 17, 2013. Following the meeting, Dmitry Medvedev issued the instructions:

1. The Ministry of Economic Development (Andrei Belousov) and the Ministry of Natural Resources and Environment (Sergei Donskoi) shall, in accordance with established procedure, submit to the Government proposals on drafting directives to establish environmental specifications for the purchase of items, to be used as criteria for assessing the requests of those involved in the purchase of goods and services acquired by companies with state capital under Federal Law No. 223-FZ of July 18, 2011 On the Purchase of Goods, Works and Services by Specific Categories of Legal Entities.

Deadline: September 5, 2013.

2. The Ministry of Natural Resources and Environment (Sergei Donskoi), the Ministry of Industry and Trade (Denis Manturov) and the Ministry of Economic Development (Andrei Belousov) shall submit draft regulatory documents setting out the legal regime for using industrial facilities which contain mineral deposits (industrial mineral deposits).

Deadline: December 10, 2013.

3. The Ministry of Natural Resources and Environment (Sergei Donskoi), the Federal Agency for Construction, Housing and Utilities (Vladimir Tokarev) and the Federal Agency for Technical Regulation and Metrology (Grigory Elkin) shall approve the plan to develop national standards and codes of practice setting out the procedure for the manufacture, use and storage of construction materials and products made of waste and contaminated soils.

Deadline: December 16, 2013.

4. The Ministry of Transport (Maxim Sokolov) and the Federal Road Agency (Roman Starovoit), in cooperation with Gazprom, shall ensure the implementation of pilot projects to build road sections in regions with different climatic conditions with the use of materials with added sulfur.

Deadline: October 28, 2013.

5. The Ministry of Economic Development (Andrei Belousov) shall study the possibility of companies with state capital to purchase patented technologies and production processes without the use of tenders.

Deadline: October 28, 2013.

6. The Ministry of Natural Resources and Environment (Sergei Donskoi), the Ministry of Economic Development (Andrei Belousov) and the Ministry of Industry and Trade (Denis Manturov) shall submit proposals on the establishment of a system of criteria for the environmental classification of goods and on measures for differentiated economic incentives for their manufacture.

Deadline: November 1, 2013.

7. The Ministry of Natural Resources and Environment (Sergei Donskoi), the Ministry of Industry and Trade (Denis Manturov) and the Ministry of Education and Science (Dmitry Livanov) shall study the issue of including projects for the disposal of hazardous waste, , acid waste among them, into the high-priority projects being implemented under federal targeted programmes in the area of environmental protection and environmental safety, as well as the possibility of establishing engineering centres at the federal level in the field of the disposal and recycling of industrial waste.

Deadline: October 28, 2013.

8. The Federal Service for the Oversight of Consumer Protection and Welfare (Gennady Onishchenko) shall study the issue of introducing amendments to the sanitary regulations and standards for waste disposal facilities, other than waste incineration plants, on the basis of individual calculations of toxic emissions into the atmosphere.

Deadline: September 23, 2013. 

9. The Ministry of Industry and Trade (Denis Manturov), the Ministry of Healthcare (Veronika Skvortsova) and the Russian Academy of Sciences (Yury Osipov) shall submit proposals on the establishment at the Academy’s Scientific Centre in Chernogolovka of an engineering centre to screen and conduct preclinical trials of potential drugs, including a pilot facility for manufacturing pharmaceuticals and medications. 

Deadline: October 28, 2013.

10. The Ministry of Natural Resources and Environment (Sergei Donskoi) shall study the issue of specifying the concepts of “free chlorine” and “active chlorine” used in Government Resolution No. 344 of June 12, 2003 On Payments for Toxic Emissions into the Atmosphere by Stationary and Mobile Sources, for Discharging Effluents into Surface and Subterranean Water Bodies and for Dumping Production and Consumption Waste, and if necessary, submit draft amendments to this regulatory document in accordance with established procedure.

Deadline: October 28, 2013.

11. The Ministry of Natural Resources and Environment (Sergei Donskoi), the Ministry of Finance (Anton Siluanov) and the Ministry of Economic Development (Andrei Belousov) shall submit proposals on drafting regulatory documents specifying targeted payments for the dumping of unprocessed waste to cover the future costs of land reclamation and of the final processing of the accumulated waste.

Deadline: December 2, 2013.

12. The Ministry of Natural Resources and Environment (Sergei Donskoi) and the Ministry of Energy (Alexander Novak) shall study the issue of using public-private partnerships to set up facilities and test sites to improve the use of technologies and processes for mining unconventional mineral deposits.
