The meeting took place on 15 July 2014. Based on its results, Prime Minister Dmitry Medvedev made the following instructions (19 July 2014 Resolution №DM-P8-5423):

The Ministry of Education and Science (Dmitry Livanov) and the relevant federal executive bodies and organisations shall do the following:

a) draft proposals to establish legal and economic foundations for using online courses in educational programmes;

b) consider the introduction of the intermediate estimate of the knowledge of students undergoing bachelor degree and specialty programmes;

c) conduct a comparative analysis of the conditions of education in government and non-government higher institutions, including taxation, and draft the relevant proposals, if need be.

Report on the results to the Government of the Russian Federation on 1 December 2014.
