The state programme Energy Efficiency and Energy Development, 2013-2020, has been adopted

This state programme has been developed by the Ministry of Energy in accordance with Government Directive No. 1950-r, On Approval of the List of State Programmes of the Russian Federation, dated November 11, 2010.

The state programme comprises seven sub-programmes:

- Energy Conservation and Raising Energy Efficiency;

- Power Industry Development and Modernisation;

- Oil Industry Development;

- Gas Industry Development;

- Coal Industry Restructuring and Development;

- Promoting the Use of Renewable Sources of Energy;

-  Implementation of the State Programme.

The purpose of the state programme is to secure a reliable domestic supply of fuel and energy, improve fuel efficiency and reduce the human impact of the fuel and energy industry on the environment.

These goals will be achieved through the following steps:

1. Promoting energy conservation and raising energy efficiency.

Energy and resource conservation is an extremely important factor in the efficiency of industries and the economy as a whole. It can be achieved by taking steps to conserve energy; a timely transition to new technical solutions, processes and streamlined forms of management; improve product quality; use international experience, and other measures.

2. Improving production and transport processes and increasing the depth of hydrocarbon processing.

International quality standards have been introduced for petroleum products, forcing Russian producers to significantly increase the depth of oil processing and encouraging them to achieve new levels of quality in fuel production.

3. Promoting the use of renewable energy sources and making the energy industry more efficient:

Renewable energy helps reduce the human impact on the environment and climate, and also reduce the country’s dependence on fossil fuels.

4. Promoting innovative development of the fuel and energy industry.

The innovative development of the fuel and energy industry is based on creating and improving the infrastructure for bringing innovations to the end user as part of a sustainable national innovation-driven system.

The benchmarks outlined in the state programme reflect the achievement of targets in the Concept for the Long-Term Socioeconomic Development of the Russian Federation to 2020 and are related to the targets outlined in the Energy Strategy of Russia to 2030.

Implementation of the state programme will help achieve the following socioeconomic results:

- decrease energy intensity of GDP by 13.5% by 2020 compared to 2007;

- spending on technical innovations in the total production cost of shipped goods, work and services will amount to 2.5% by 2020;

- increase the average depth of oil refining to at least 85% by 2020;

- reduce greenhouse gas emissions by 393 mln tonnes CDE by 2020;

- the number of organisations introducing technical innovations will amount to 25% of the total number of organisations by 2020;

-  spending on research and development will amount to 3% of the revenue of companies implementing innovative development programmes by 2020.

The state programme was reviewed and approved by the Government at its meeting on March 7, 2013.
