Government approves the state programme Economic Development and the Innovation-Driven Economy

Drawn up by the Ministry of Economic Development, the programme defines the main tools and mechanisms of state regulation and facilitates the attainment of the key goals set by the President and the Government of the Russian Federation in the area of innovative and socially oriented economic development.

The state programme includes nine sub-programmes: Creating a Favourable Investment Environment, Promoting Small and Medium Business, Creating Favourable Conditions for the Development of the Real Estate Market, Improving State and Municipal Governance, Encouraging Innovations, Enhancing the Efficiency of Natural Monopolies and Other Regulated Organisations and Promoting Stimulative Regulation, Personnel for an Innovative Economy, Improving the System of Strategic State Administration, and Organising Official Statistical Information.

The state programme is to be implemented in one stage between 2013 and 2020.

The programme is aimed at creating a favourable business climate and conditions for doing business, increasing businesses’ innovative activities, and making state administration more efficient. Full-scale system-wide implementation of the measures envisioned by the state programme will help the Russian economy transition to innovation-driven development. Effective incentives to boost investment activities and labour productivity will be created.
