Graduated from the Moscow State Academy of Instrument Engineering and Computer Science with a degree in Automated Systems for Data Processing and Administration; completed a Master’s programme at the State University–Higher School of Economics with a degree in Strategic Administration.

2000-2001: Economic analyst on NTV’s Big Money programme.

2001-2008: Served in the Ministry of Economic Development and Trade:

2001-2004: Chief specialist, division deputy head, head of the economic development programmes division at the Department of Programmes for Economic Development and Cooperation with International Financial Organisations;

2004-2008: Deputy Director of the Department for Socio-Economic Reforms Strategy, Deputy Director of the Department for Results-Based Budgeting and Consolidated Financial Balance Plan.

2008-2011: Served in the Government of the Russian Federation:

2008: Deputy Head of the Department for State Administration, Regional Development and Local Self-Government.

2009-2011: Director of the Department for Information Technology and Communications.

November 30, 2012: Appointed Head of the Analytical Centre under the Government of the Russian Federation.

May 18, 2018: Appointed Minister of Digital Development, Communications and Mass Media.
