The document has been developed by the Federal Migration Service, pursuant to the President’s executive order and the Government’s instruction.

The current level of information technology development and its application in government agencies serves as a precondition for the introduction of a more counterfeit-proof form of identification and for the creation of an appropriate infrastructure thereof.

The directive stipulates goals, objectives, basic directions and principles of  the introduction of a new generation form of identification of a citizen of the Russian Federation in the form of an electronic plastic card.

This measure will ensure guaranteed identification of citizens, including in the electronic environment, legal actions in the electronic environment, as well as the establishment of a comprehensive system of unique identification through the use of an end-to-end single identifier.
