The directive has been developed by the Ministry of Healthcare following Presidential Executive Order No. 597 of May 7, 2012, On Measures to Implement the State Social Policy, and the President’s Instruction No. Pr-3411 of December 22, 2012.

The roadmap is aimed at structural transformations in healthcare improving the efficiency and quality of healthcare, as well as establishing mechanisms for relating the level of wages of healthcare employees to the volume and quality of free medical services.
