The Agreement between the Government of the Russian Federation and the Government of the Republic of Estonia on Cooperation in the Field of Higher Education is designed to expand cooperation between Russian and Estonian higher educational institutions.

The Agreement specifies the following key areas of cooperation:

·        Assistance in the development and implementation of joint higher educational programmes;

·        Assistance in sending scientists and teachers who specialise in the Russian and Estonian languages to attend professional training courses at educational institutions and to improve the long-term educational programmes of both countries;

·        Assistance in inviting professors and students to attend national and international conferences and symposiums organised in both countries.

The implementation of these provisions will contribute to the improvement of the legal framework, strengthen ties between the Russian Federation and the Republic of Estonia in the field of education, train additional Russian-speaking specialists to meet the needs of the socioeconomic sector of the Republic of Estonia and consolidate the positions of Russian higher educational institutions in the Baltic region as a whole.
