The document has been prepared by the Ministry of Foreign Affairs.

The main purpose of the Agreement is to facilitate the development and expansion of mutual contact between citizens and officials of the two countries, and to strengthen cooperation between Russia and Liechtenstein.

The Agreement establishes, on the basis of reciprocity, a simplified procedure for issuing single-entry visas valid for up to three months (upon request of the host party without an in invitation) to the following wide range of citizens of Russia and Liechtenstein:

members of official delegations; businessmen; drivers and train crews working for international passenger and freight transportation companies; journalists; representatives of science, culture and education; pupils, students, and graduate students; participants of international sporting events; participants of exchange programmes between twin cities; and close relatives of people who are legally residing in Russia or Liechtenstein.

In addition, the Agreement regulates the procedure for issuing five-year multiple-entry visas, establishes deadlines for processing visa applications, sets visa processing fees and identifies categories of individuals exempt from paying visa fees.

The agreement contains provisions not stipulated by the Russian legislation, specifically by Federal Law No. 154-FZ of the July 5, 2010 Consular Statute of the Russian Federation. These have to do with the exemption of certain categories of individuals from paying visa fees. Hence, the Agreement is subject to ratification in accordance with Article 15, clause 1, subclause A of the federal law On International Treaties of the Russian Federation.
