Reference

The directive has been prepared by the Federal Service for State Statistics (Rosstat) in accordance with Clause 1, Article 11 of the Federal Law on International Treaties of the Russian Federation.

The Agreement has been prepared in order to create favourable conditions for expanding inter-governmental exchanges of statistical information, developing a common information and statistical space within the Commonwealth of Independent States (CIS), and coordinating and consistently enhancing methodological and practical cooperation in official statistics, which is designed to result in more  effective  statistical services of the signatory states and improve the quality of the statistical information that meets the most recent scientific developments and international standards.

The document empowers the Council of the Heads of Statistical Agencies of the CIS member-states to draft coordinated principles and rules for cooperation between theCIS member -states in official statistics and coordinate cooperation between the Statistical Services of the signatory states in the implementation of decisions adopted by the Council of the CIS Heads of State, the Council of the CIS Heads of Government and the CIS Economic Council.

The Agreement empowers the CIS Interstate Statistical Committee to organise the exchange of information, prepare statistical and analytical materials on the socioeconomic situation in the CIS member- states, and develop methodological materials and general guidelines in the field of official statistics.
