On the signing of a Protocol amending the Agreement on the conditions and mechanism of the application of tariff quotas as of December 12, 2008

Reference

 The Russian Economic Development Ministry proposed the signing, between the Government of the Republic of Belarus, the Government of the Republic of Kazakhstan and the Government of the Russian Federation, of the Protocol amending the Agreement on the conditions and the mechanism of the application of tariff quotas of December 12, 2008.

The Protocol contains proposals to amend the Agreement so that the quota is defined for a single customs territory, distributed not in proportion to the difference between the volume of production and consumption, but within the difference between production and consumption in each of the Party’s state.

In addition, according to the new edition of Article 4, Paragraph 1 of the Agreement as adopted by the Eurasian Economic Commission for the relevant resolution, the Parties are empowered to distribute tariff quotas to other countries.

The draft Protocol was approved by the Council of the Eurasian Economic Commission (resolution of November 23, 2012).

Implementation of the Protocol does not require additional spending from the federal budget.

The document was on the agenda at a cabinet meeting on May 16, 2013.
