Russia’s accession to the Framework Agreement for International Collaboration on Research and Development of Generation IV Nuclear Energy Systems of 28 February 2005 was approved by Government Directive No. 1050-r (hereinafter Framework Agreement, Directive No. 1050-r).
Parties to the Framework Agreement include Canada, China, the Republic of Korea, the Russian Federation, the US, France, Switzerland, South Africa, Japan and the European Union.
Pursuant toDirective No. 1050-r, the Rosatom state corporation is responsible for the implementation of the Framework Agreement, acting on Russia’s behalf.
The Framework Agreement expired on 28 February 2015.
The agreement on the extension of the Framework Agreement (hereinafter Extension Agreement) provides a legal framework for Russia’s further participation in the Framework Agreement.
The goal of continued collaboration is the joint development of six advanced concepts for nuclear energy systems, providing advantages in the economic and safety spheres and in radioactive waste treatment, as well as the formulation of standards and requirements for Generation IV nuclear energy systems.
Continuing collaboration in this area will allow for participation in the development of international standards and requirements for these systems and bring Russian standards and requirements in line with them.
The procedure for extending the duration of the Framework Agreement for 10 years and the text of the Extension Agreement were approved by the signatories to the Framework Agreement at a conference on 17-18 December 2014 in Paris.
The Directive entrusts the Rosatom state corporation with signing the Extension Agreement on behalf of the Russian Government.
The decisions that have been adopted are designed to help achieve the goals of preserving the nuclear power status and ensuring the geopolitical interests of the Russian Federation as part of the state programme Development of the Nuclear Energy Sector.
