The agreement has been developed by the Federal Customs Service of Russia to create the necessary legal framework for cooperation between the Russian Federation and the Republic of the Philippines in customs affairs.

The draft document provides, in particular, for the exchange of information between the customs authorities of the Russian Federation and the Republic of the Philippines that is necessary to ensure the proper application of customs legislation in both countries, to prevent and investigate customs offences, including trafficking of drugs, psychotropic substances and their precursors, and to collect customs duties in full.

The draft Agreement is not subject to ratification, as it does not establish any rules and regulations beyond those stipulated in the laws of the Russian Federation.
