Presentation of the Council of Europe Convention on Laundering, Search, Seizure and Confiscation of the Proceeds from Crime and on the Financing of Terrorism to the Russian President for submission for ratification The Council of Europe Convention on Laundering, Search, Seizure and Confiscation of the Proceeds from Crime and on the Financing of Terrorism was signed on behalf of the Russian Federation on 26 January 2009 in Strasbourg. The ratification of the Convention by Russia will improve the efficiency of Russia’s cooperation with other countries in combating the legalisation of criminal proceeds and financing of terrorism, create additional opportunities for developing international cooperation of competent authorities in identifying, seizing and confiscating proceeds from crime, and strengthen legal safeguards of this cooperation.

Holding research and practice training seminars as part of the international project to protect the health of mothers, newborns and children under five To carry out the measures aimed at Russia’s participation in implementation of decisions of the United Nations summit on the post-2015 development agenda, Russia has earmarked budget appropriations of up to 461.8 million roubles in 2017-2019 to hold 72 research and practice training seminars on protecting the health of mothers, newborns and children under five years of age.

Electronic visa issuance for entering Russia through border crossing points in the free port of Vladivostok A directive on the peculiarities of issuing visas in the form of an electronic document and entry to Russia with such visas by citizens of foreign countries included in the respective list has been approved. The mechanism of issuing electronic visas will be introduced phase-by-phase starting on 1 August 2017 as the border crossing points are equipped with the necessary software and hardware. The introduction of simplified entry to Russia via border crossing points on the territory of the free port of Vladivostok will contribute to the investment attractiveness of the Far Eastern Federal District and the expansion of business contacts to facilitate the implementation of projects with foreign participation and increase the number of foreign tourists.
Approval of the Concept for Russky Island development As part of Federal Programme, the Socioeconomic Development of the Russian Far East and the Baikal Region. The Concept is aimed at setting up a legal and economic environment for the development of Russky Island as an international research, education and technology cluster. The Concept envisions that budget financing of investment projects may not exceed 30 percent of announced private investment.

Measures to implement the President’s executive order rescinding certain special economic measures as regards the Turkish Republic The following products have been excluded from the list of agricultural produce, raw materials and foods originating in the Turkish Republic and prohibited for import to Russia: frozen chicken parts, by-products of home-raised chicken and turkey, fresh or refrigerated cucumbers and gherkins, fresh apples, pears, grapes, as well as wild and cultivated strawberries. The ban on certain types of work and services by organisations under Turkish jurisdiction has also been lifted.
Approving a draft Agreement between the Governments of Russia and India on film co-production by Russia The Agreement stipulates terms for granting national-film status to film co- productions, the entry of either party’s film crews into the territory of each other’s country, the temporary import and export of equipment and materials for film production and the amount of co-producers’ financial stakes.

Ensuring the launch of the Amazonas-5 telecommunications satellite (Spain) from the Baikonur Cosmodrome The communications satellite will be used for the provision of television, corporate networks and telephone services in South and Central America.
Ensuring the launch of the Sentinel-5P observation satellite (European Space Agency) from the Plesetsk Cosmodrome The satellite is intended to achieve objectives under the European Commission’s Copernicus Programme and will be used to obtain data on the composition of the earth’s atmosphere and study the climate and the quality of the atmospheric air. After reaching its designated orbit, it will be added to the national register of the European Space Agency (ESA).
Approval of the draft Protocol between the Government of Russia and the Government of Japan on amending the Agreement on the Prevention of Incidents On and Over the High Seas The signing of the Protocol will make it possible to ensure a higher level of safety for the navigation of Russian and Japanese warships and aircraft flights in direct proximity to each other outside territorial seas.

Russia’s accession to the OECD Multilateral Convention to Implement Tax Treaty Related Measures to Prevent Base Erosion and Profit Shifting The Convention is designed to combat schemes for withdrawing profits from Russia and will make it possible to coordinate efforts to implement the Organisation for Economic Cooperation and Development’s Plan to Prevent Base Erosion and Profit Shifting by approving, on a multilateral basis, changes to the mechanism for enforcing existing agreements on avoidance of double taxation, without the need to hold bilateral talks on each such agreement separately.
