New version of the state programme Socioeconomic Development of the Arctic Zone of the Russian Federation A new version of the state programme Socioeconomic Development of the Russian Arctic Zone updates a list of sub-programmes and all the main tasks, indicators and targets and also expands the list of participants. Its implementation deadlines have been extended up to 2025. The state programme’s implementation will make it possible to create favourable conditions for the rapid socioeconomic development of the Arctic zone, for maintaining Russia’s strategic interests and national security in the Arctic.

Establishing an organising committee to support the nomination of Yekaterinburg as a candidate city to host the World EXPO 2025 In May 2017, Russia applied to hold the World EXPO 2025 in Yekaterinburg from 2 May to 2 November 2025. The theme of the exhibition: "Changing the World: Innovations and Quality of Life." The creation of the organising committee will help coordinate the work of representatives of federal executive bodies, the Government of the Sverdlovsk Region as well as organisations engaged in the promotion of Russia’s application.

Approving a draft Convention between the governments of Russia and Japan on avoiding double taxation of incomes and preventing tax evasion The signing of the Convention will allow tax payers of each contracting party to avoid paying twice on the same type of income, which will facilitate mutually beneficial cooperation between Russia and Japan and allow corresponding government bodies to exchange information in order to reveal tax offences.

Re-equipping the UN World Food Programme auto fleet with Russian-made vehicles The signed resolution provides for up to 535 million roubles to be allocated in 2017-2018 to implement the next phase of the UN World Food Programme project to replace trucks used for transporting humanitarian aid with Russian-made vehicles, and up to $1.5 million as a special-purpose contribution to the WFP fund for the development of logistics capacity, including the integration of KamAZ trucks into regional fleets of WFP trucks. Funds for these purposes are envisaged in the federal budget.

Lowering customs duty rates for goods exported from Russia outside Customs Union member states Starting 1 September 2017, export customs duty rates will be reduced for untreated animal hides, ferrous waste and scrap, refined copper and copper alloys, and items made from non-precious metals.
Russia’s participation in the construction of the European X-ray free-electron laser installation Since 2009, Russia has been involved in an international project to build and operate the European X-ray free-electron laser installation. The installation is being built in Hamburg, Germany, and is intended for research in a number of areas, including solid state physics, geophysics, chemistry, materials science, medicine, and structural microbiology. The signed directive instructs the Kurchatov Institute National Research Centre to pay the remaining share of the Russian Federation’s contribution towards the construction of the installation. The funds for these purposes have been allocated from the 2017 federal budget.

All countries within the union, with no exceptions, have strengthened their position on foreign markets. The exports have increased by approximately ten percent. The commodity pattern is also changing for the best: increased have been exports of cars and equipment (by 34 percent), as well as food and agricultural production (by 26 percent), while the share of energy commodities is decreasing. It means that the volume of trade is becoming more evened out.”

Opening of a national anti-doping laboratory based at Moscow University The Moscow University Charter has been updated with guidelines about the addition of a new structural unit, a national anti-doping laboratory. Using contemporary methods, the laboratory will implement measures to provide anti-doping support to Russian national sports teams and carry out independent testing of samples of biological materials for doping control, while also conducting research aimed at preventing and fighting doping in sports.

Submitting to the State Duma a draft law on Russia’s accession to the Marrakesh Treaty to Facilitate Access to Published Works for Persons Who Are Blind, Visually Impaired or Otherwise Print Disabled On 27 June 2013, delegates of the Diplomatic Conference of the World Intellectual Property Organisation (WIPO) adopted the Treaty to Facilitate Access to Published Works for Persons Who Are Blind, Visually Impaired or Otherwise Print Disabled in Marrakesh, Morocco. Russia’s accession to the Marrakesh Treaty aims to broaden these individuals’ opportunities to access books, magazines, teaching aids and textbooks that have been created under special formats and to facilitate international exchanges of these publications.
